What is the OJT/SS Program?
The On-the-Job Training Supportive Services (OJT/SS) Program is a program of the Federal Highway Administration (FHWA), that assists State Transportation Agencies (STAs) in the development and enhancement of their job training and apprenticeship programs using Federal assisted funds. OJT/SS complements the FHWA On-the-Job Training Program and was created to increase the pool of qualified women, minorities, and disadvantaged individuals in the highway construction industry.

Program Objectives:
- Develop outreach services in order to increase women, minorities, and disadvantaged individual’s (trainees) participation in the highway construction industry.
- Provide highway construction hands-on training programs to increase the level of skills needed in the highway construction industry for trainees.
- Provide skills training aimed at increasing the overall participation of trainees in the highway constructions industry.
- Provide resources for the trainees who participate in the program.
- Ensure equal opportunity exists in the highway construction industry.
- Certify trainees after completing the program with the skillset of a trained classification.
